As more states have adopted an enterprise approach to managing IT and as the role of the CIO has evolved from solely being a provider of services, to a broker of shared services, CIOs have been focusing more on agency customer relationship management. In this publication we discuss current strategies to improve customer/agency relationships and we provide some key steps toward customer relationship success.
This is the fourth in our NASCIO series “The CIO Operating System: Managing Change in a Sustainable Way.” It is also the culmination of the work from NASCIO’s project team and a partnership with Integris Applied, Inc., a corporate member of NASCIO, that began in January of 2018. This is a playbook of eleven plays that any state or territory can utilize in order to move into a new operating model. This operating model creates a highly disciplined state CIO organization that proactively engages with state agencies, understands current and emerging program and citizen needs, as well as maintains market awareness of current and emerging trends and offerings. Moving into and maturing this model is essential for each state and territory to effectively map capability demand with capability supply.
This report looks to the past in that it is the highlight and culmination of the first year of this special project, synthesizing all the previous work which includes three reports, a recorded webinar, a survey of state CIOs. It looks to the future in that the plays will be further developed with necessary guidance on how to effectively execute these eleven plays. The next big push in this project will be the development of the “DevOps” for the new multisourcing operating model. This playbook then becomes the launching point for the future. In many ways this report and the project that produced it is an inflexion point coincident with NASCIO’s 50th anniversary. Much has been accomplished within the NASCIO community in the past 50 years. And we celebrate all of that. Then we look to the future and consider “what is possible?” This playbook is the first step into that future. So fasten your seat belts, and get ready for the next major phase. Its going to be a wonderful ride!
Compared to a private company or even any other level of government, the need to focus on privacy at the state level is significant. The amount of personal information citizens provide to their state outweighs anything a citizen provides to any one company. Because of this, we have seen number of states who have hired a chief privacy officer increase rapidly over the last several years. This NASCIO research provides a snapshot of the state chief privacy officer position, the background of CPOs, what they do in their roles, how the role is administratively structured and their advice for states interested in creating the position.
As internal and external pressures continue to mount, state technology leaders say they are confident that by building strong teams and embracing new products and development processes, state IT departments will be able to improve how they serve government agencies and residents. Those and other factors contributed heavily to the 2018 State CIO Survey, State CIO as Communicator: The Evolving Nature of Technology Leadership. The survey includes responses from all 50 state CIOs on a range of issues, from evolving business models to workforce and budget to access to innovation and facing the future. Respondents to this year’s survey represent more than 150 years of collective service as a state’s top technology official.
As artificial intelligence (AI) becomes more and more a part of our daily lives, we are seeing state governments and state CIOs turning to AI for a broad host of applications. This publication discusses the definitions around artificial intelligence (AI), as well as the challenges, opportunities and applications for state governments. The report also lays out several examples of how states are using AI, along with considerations for its development and implementation. From their role as change managers, to involvement in procurement, the publication also outlines the implications for state CIOs.
Multisourcing is emerging as the discipline for managing a complex and diversified portfolio of services and service providers. These services are being employed to meet the continual evolving demand for creatively delivering government services through new channels with new functionality. In this evolving circumstance there is the need for a new operating model the state chief information officer can employ to bring together agencies needs and demands with available emerging technologies and management disciplines. This report opens the door to this discussion and explores the underlying forces of change that are driving the need for a new operating model.
This is an update since NASCIO’s last publication on data center consolidation in 2007. This version is a playbook of 10 plays for states who have yet to consolidate their data centers using lessons learned and advice from the trenches from states who have completed enterprise consolidation.
The National Association of State Chief Information Officers (NASCIO), Grant Thornton LLP and CompTIA have collaborated for an eighth consecutive year to survey state government IT leaders on current issues, trends and perspectives. The survey sponsors seek to provide these state government IT leaders with an opportunity to voice their thoughts and opinions on matters of high importance. The role of the state CIO is being transformed by challenges to traditional business models, by emerging technologies that have the potential to redefine what we consider as "IT", and by the drive to implement digital government. Governors, legislators and business leaders can benefit from these knowledgeable insights about essential state IT services.
Each year NASCIO honors outstanding IT projects among the states through the NASCIO State IT Recognition Awards. The Awards showcase innovation and excellence in the use of information technology in state government, such as transformational projects and initiatives that address critical business problems, improve business processes and increase citizen engagement in state government.
In 2017, NASCIO's 29th consecutive year of the awards program, volunteer judges selected 11 recipients across 11 categories.
Accenture and the National Association of State Chief Information Officers (NASCIO) surveyed and interviewed a
number of state government leaders to find out. We asked them to describe their experiences with agile and then tell us where and to what extent they succeeded. Seven key factors emerged—all centered on people and their willingness to embrace this methodology and collaborate at every step. And it requires a clear plan of action.
The NASCIO Enterprise Architecture program was developed to enable the mission of state and local government. Government must continually reinvent itself to remain relevant by effectively and efficiently providing services to the citizens of this country. The path to this continual transformation must embrace leadership, management, coordination, communication and technology throughout government. Enterprise architecture is the discipline to appropriately define and leverage these capabilities within the complexities of government.

The enhancements in the third version of the Tool-Kit result from the expertise and continued dedication of enterprise architecture practitioners from all levels of government and the private sector. Version 3.0 incorporates an updated governance architecture framework with added roles and responsibilities and a focus on multi-level communication. Process models with explanatory narrative are included for governance and the architecture lifecycle. The Tool-Kit also includes fully populated security domain and application domain blueprints.
