Ande is the acting CIO for the State of Maine, where he joined as Chief Operating Officer in May 2018. Ande leads a team of nearly 700 employees and contractors delivering efficient, reliable, and secure IT services to the State.
Prior to joining the State, Ande was President of Deer Brook Consulting, an information security, privacy and technology consulting firm offering services to the small/medium business market. Ande began his career in IT as the head of information security for the US division of a top-25 multi-national retailer following a data breach, where he successfully rebuilt its information security and privacy compliance programs, leading a team of 16 people, with programmatic responsibility for more than 100,000 associates, 1,600 retail locations, and three data centers.
Ande has served as COO of a fast-growing telecom and IT consultancy. His experience also includes over fifteen years of firm practice and as in-house counsel, specializing in IT contracting, privacy and regulatory compliance. He holds a CISM certification.
Ande brings a long commitment of service to this role. A retired submarine officer with 30 year’s active and reserve duty, his career included command of three reserve units, leading 800 reserve sailors nationwide as an undersea warfare battle force for the US Navy, working with FEMA responding to Hurricane Sandy, and serving internationally in East Africa with the State Department, US AID and numerous international partners. Ande is passionate about education, having served on the Maine State Board of Education and Maine Charter School Commission, as well as numerous other local volunteer positions.
Ande holds a Bachelor of Science degree in Nuclear Engineering from Rensselaer Polytechnic Institute, a Master of Public Affairs from the University of Connecticut, and a JD from the University of Maine School of Law. He is admitted to the bars of Maine and New Hampshire. He resides in North Yarmouth, Maine with his wife and children.
