Summary of Work The state of ND has unified large portions of technology services across several state agencies into one technology organization, creating a new technology landscape in its reach for World Class IT. As we continue to work on additional IT unification, reinventing government through technology, and partnering with our customers to meet business needs, our new Customer Success section has a vision for delivering transformational customer and state constituent experiences across all of state government in North Dakota. The Business Analyst Account Manager will serve as a liaison between business users and information technology in order to elicit, analyze, communicate, and validate requirements for new or changed business processes, policies, and information systems. This position will work closely across other NDIT teams and stakeholders in a SCRUM-based IT environment focused on value-based customer outcomes. The Business Analyst Account Manager candidate must act as a trusted advisor to the business units and provide guidance by staying current with trends and changes in technology and having insight into enterprise solutions that align with the needs of the business unit and their constituents. The successful candidate must also possess strong interpersonal skills with the ability to listen, build rapport and credibility as a strategic partner within the business units and across NDIT. Duties and Tasks •Partner with business unit, Customer Success Manager and information technology to implement solutions that align with customer priorities, goals and objectives. •Communicate and facilitate change management across stakeholder groups, engaging the change agent network within the customer and supporting technology changes from discovery through implementation and support. •Lead and facilitate requirements gathering, documentation and refinement meetings with the business and NDIT stakeholders as needed; focusing on business value, rather than solutions. •Own project portfolio, overseeing all aspects of the portfolio from planning to tactical activities. •Strong interpersonal skills to engage team members, vendors and stakeholders. Communicate business expectations to information technology in ways that can produce the desired business outcome. •Manage an effort of continuous improvement that exceeds customer expectation while reaching for World Class IT service delivery. •Drive innovation thru monitoring and evaluating emerging technologies to determine impact on services and feasibility of implementation; ensure a high level of technology solutions to best serve customers’ needs. Minimum Qualifications Minimum requirements for the ideal candidate will include one of the following: •Bachelor’s degree in business administration, computer science, or a closely related field, and two years of current and progressively responsible professional-level work experience with customer relationship management along with business and technical requirements analysis, elicitation, modeling, verification. •Associates degree in business administration, computer science, or a closely related field, and four years of current and progressively responsible professional-level work experience with customer relationship management along with business and technical requirements analysis, elicitation, modeling, verification. •Six years of current and progressively responsible professional-level work experience with customer relationship management along with business and technical requirements analysis, elicitation, modeling, verification. Preferred Qualifications •Understanding and practice in human-centered design techniques, and applying that to high quality Business Analyst artifacts •Clear understanding of key services management or development frameworks, such as ITIL/ITSM or SAFe (Scaled Agile Framework) •Understanding of application development and software development life cycle concepts with a deep understanding of SCRUM methodology preferred •Ability to quickly learn complex enterprise architectures and apply that knowledge accordingly to accomplish BA (Business Analyst) goals •Understanding and practice with change management frameworks, such as Prosci/ADKAR Application Procedures Please make sure that your resume includes information to demonstrate how you meet the minimum qualifications as posted.
