Corporate Leadership Council (CLC) Chair Candidates
Paul Baltzell, VP Strategy & Business Development - Salesforce
NASCIO Involvement:
During my time as a State CIO, I served as a Director on the NASCIO Executive Committee as well as being involved in the awards, program, and architecture committees. As a corporate member I currently serve on the NASCIO Executive Committee as the Corporate Vice Chair as well as being regularly involved in the awards and architecture committees.
Why Are You Interested In Serving?
When I left my role as Indiana State CIO in 2015 the thing I missed most was my NASCIO family. Since returning to NASCIO on the corporate member side in 2020, I have truly enjoyed the chance to give back to NASCIO and serve my fellow members including the honor of being corporate vice chair in the current year. My hope is to continue to serve and have the opportunity to put the best interests of NASCIO and its members first. Ensuring the longterm continued success of NASCIO state and corporate members.
James Collins, Public Sector Leader, Americas - Microsoft
NASCIO Involvement:
I have been heavily involved with NASCIO for nearly a decade through various committees, conference attendance, serving on the executive committee and was honored to be vice president and president (during NASCIOs 50th birthday).
Why Are You Interested In Serving?
My hope would be to use my experience on the government and corporate sides of the business to foster public sector innovation through increased collaboration between CLC members and government leaders. I ultimately want to continue to support the great work NASCIO is driving with CIOs and the corporate community. I also want to help NASCIO and its members navigate the AI technology evolution to improve constituent services.
Tony Encinias, Chief Technology Officer, PS&D NA - Atos
NASCIO Involvement:
I have been associated with NASCIO since 2008 in various capacities. As the CTO and CIO for the Commonwealth of Pennsylvania, I participated on NASCIO committees (chair for Enterprise Architecture), attended all conferences and participated as a member on countless panels and discussions (to include CLC presentations). When I left state government service in 2015, I have continued to attend all NASCIO conferences, participate on NASCIO committees (Awards) and religiously attend the CLC calls.
Why Are You Interested In Serving?
As a member of the vendor community, I continue to support NASCIO by participating on committees and conferences. In addition, as the current Chair for the sister organization NASTD, I was able to increase conference and CAC call attendance rates as well as vendor membership significantly. I have been very vocal with every technology company I have been associated with (ViON, Dell, Atos) about the value that NASCIO brings to the company. In addition, as a former state CTO and CIO, I can leverage my unique experiences to make the CLC better from two different perspectives (state CIO and Vendor)! I would greatly appreciate NASCIO’s consideration for this important role!

One of my first phone calls after being named the Utah State CIO was from Doug Robinson welcoming me into my new role and introducing me to NASCIO. This was truly one of the best phone calls in my new role to help me navigate the complexities ahead in my new position. The value NASCIO brought to me cannot be overstated.

I continue to promote the value of NASCIO and have not missed a NASCIO Annual or Mid-year conference while serving as the Utah State CIO and while working for Oracle.
Why Are You Interested In Serving?
NASCIO has provided immense value to me and this can be my chance to give back. I also understand the nuances from both the CIO perspective and the vendor perspective which will allow be to counsel with the CLC members so they feel value of their investment while also understanding how to navigate the boundaries of state members.

I have been a member of NASCIO for around 20 years and have served in a multitude of roles include Vice chair for CLC as well as most committees for many years including Awards, Program, EA, Security and other amazing committees.
Why Are You Interested In Serving?
I think that a unique skillset I have is the ability to reach out and connect so many corporate members back to further bring greater involvement, inclusion and value to the association, the State CIOs whom we collectively support as well as the Corporate members which are an important part of the association’s success. I also think the members are becoming growlingly concerned that the affiliate council has become less represented by corporate members and more a placeholder for immediate past CIOs so I am hoping to bring some balance back in the coming year.

Over the last 13+ years I presented at numerous conferences (Midyear and Annual) beginning in 2010 in Miami on GIS (had to get that one in there). While being an active State CIO I also thoroughly enjoyed participating in the CIO Confidential. I have been a NASCIO corporate member since October of 2018.
As a State CIO I encouraged others to engage in the organization, to participate on committees as well as interact with NASCIO staff. In my private sector role, I continue to talk with State CIOs, colleagues and firms about the benefits NASCIO can provide personally, their individual states, their firm as well as professionally.
I have made numerous long-lasting friendships in both the public and private sector through interactions, conversations and discussions provided through NASCIO involvement. My experience with NASCIO has been, and continues to be, extremely beneficial to me personal and professionally.
Why Are You Interested In Serving?
I am very interested in continuing my service to NASCIO as the Vice-Chair of the CLC by providing the corporate members’ perspective to the Executive Committee, NASCIO and to the CIO community. As a former Committee Member, I experienced the CLC interaction first hand for many years and clearly understand the value CLC’s participation brings to NASCIO and the EC. This interaction is essential for the EC and NASCIO to continue to meet and exceed the goals and objectives of NASCIO. I have a healthy respect for the importance of this role.
Having served as CLC Chair, I would like to continue bridging communication between the Private/Public sector working closely with NASCIO as the CLC Vice-Chair. I will work hard to ensure the corporate community is strongly represented and focused on communication, coordination and collaboration with a healthy respect for each other’s viewpoints.
The NASCIO community is a family bonded together by similar issues of high complexity. A place where ideas and approaches to these issues are shared with a common goal of better and more efficient government. No fierce competition… just addressing this common goal. This communication, coordination and collaboration is facilitated by a high functioning, high energy, thoughtful team of professionals on the NASCIO staff. The connections made in the NASCIO family extend beyond state service, bonded together by the pressures and stresses of representing the business and IT of their respective states!
It would be an honor to continue to represent NASCIO’s corporate members and serve on the Corporate Leadership Council as Vice-Chair.

I have been a part of NASCIO since 2013 as state or corporate member. Delving into my past NASCIO involvement, my tenure on the Executive Committee and the stewardship of the National Innovation Forum underscores my commitment to pushing the envelope. My connection to NASCIO is not just administrative; it’s deeply personal. While consistently attending conferences, I’ve seamlessly woven my insights into the fabric of the organization. A pivotal moment came in October 2020 when I joined forces with NASCIO and State CIOs to publish a groundbreaking piece titled “How will the power of emerging technology help reframe your future?” This collaborative effort stands as a testament to my belief in the power of collective wisdom. My commitment with NASCIO only deepens, as I am currently an active member of the Enterprise Architecture & Governance Committee. This role reflects my ongoing commitment to charting the path forward within the organization.
Why Are You Interested In Serving?
I am driven to serve in a leadership role for the Corporate Leadership Council because of my passion for fostering dynamic interactions between the public and private sectors. I am an advocate for the NASCIO executive committee’s focal points, and my journey has been marked by important moments with the organization, including serving as a distinguished member of the Executive Committee for NASCIO and the honor of co-chairing the National Innovation Forum. These experiences unfolded during my tenure as North Carolina’s Secretary and State Chief Information Officer.
Today, I continue to channel my expertise towards pushing boundaries and helping state and local governments modernize and transform. I am currently at EY, where I hold the position of Technology Leader. My role revolves around strengthening alliances with other organizations to better serve state and local governments, a role that aligns seamlessly with the NASCIO philosophy. This synergy has allowed me spark transformation and drive innovation.
William Greeves, Industry Executive Advisor - SAP Public Services
NASCIO Involvement:
Three years ago I left government service and joined SAP as an Industry Advisor serving our state and local government customers. Since that time I have attended and actively participated in all NASCIO conferences and many of the virtual events as well. I have not yet served in a leadership role within NASCIO specifically, but I have served as an officer in several other government IT-focused strategy organizations including the Metropolitan Information Exchange (MIX) and MuniGov. I have also been recognized in Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers list.
Why Are You Interested In Serving?
I have come to deeply appreciate the educational value of NASCIO for corporate members and the in-person events truly exemplify the critical role of collaboration between NASCIO member organizations and the corporate members. With over 20 years of experiences as a public sector CIO, I have a meaningful appreciation of the stressors and challenges faced by today’s state CIOs. Additionally, in my role as an Industry Advisor, I am not focused on sales but rather identifying challenges, trends and opportunities in public service and collaborating to build technology solutions to help governments deliver on their mission of service. I believe this combination of skills, background and areas of focus make me a strong candidate to help lead the CLC forward.
Sean Torassa, VP Sales - Elastic
NASCIO Involvement:
NASCIO is an organization I am passionate about being more involved with and this seems the perfect way. I have been attending NASCIO events for the past 2 years for Elastic and additional State focused conferences. My network of Public Sector and private sector grows with each event and I look forward to helping the organization and others be more involved. I have served on multiple boards with other organizations including most recently the Information System Security Association where I served as President, Vice President and Secretary over a three year period. I am looking for another organization that can benefit from my volunteer time.
Why Are You Interested In Serving?
NASCIO is an organization that has helped me grow in my career and network. I would like to return the favor and help the members of this great organization develop the relationships and understanding of working closely with our Public Sector partners and customers. Learning the mission the states are taking on to improve the quality of life for it citizens is essential. The more NASCIO members can understand that the more we can accomplish together. With my background in Public Sector and with Information Security I believe I would be an asset to the committee.
