First Data Government Solutions, LP (FDGS) is the government-facing sales and services business component of Fiserv Corporation specializing in services for federal, state, and local level governments, as well as higher education institutions, non-profit organizations, and transit and utilities. We supply a robust set of payment solutions used for government revenue collection and disbursement, sophisticated security solutions, and management consulting services. For payments to the government, Fiserv supports eCommerce, mobile, and card present payment gateways, API based services, and merchant acquiring. Our Omni-channel solutions support popular payment methods such as credit and debit cards, ACH, and digital Wallets such as ApplePayr and Google Payr. Our card present solutions are EMV and NFC enabled and include Point to Point Encrypted (P2PE) devices from Fiservs Cloverr subsidiary. We also supply PCI Council validated P2PE offerings using third party manufacturers such as Ingenico, Verifone, and ID TECH. In the electronic Bill Presentment and Payment area, our BillMatrixr and SnapPay hosted at Fiserv or in the cloud portals can display the real-time status of each customer's account, promote paperless adoption through solicitation letters and push notification SMS alerts, and allow online payments of one or more bills. For cash preferred citizens, we own and operate CheckFreePayr which is a nationwide wide network of agent retail locations and kiosks that allow payments and real time posting to back-office systems of record. For disbursement of funds from the government, we offer an industry leading prepaid debit card program that has supplied over twenty million citizens with cards in the last three years. We also offer the Digital Payouts on Caratr platform which makes it easy to instantly deliver fast and secure payments how and when people want to receive their funds. With built-in security, our comprehensive solution combines a single integration to multiple client selected disbursement options, use of modern REST APIs or our hosted payout selection portal, reconciliation reporting, and real-time funding to help reduce costs, increase efficiency and disburse payouts in less than five seconds to popular methods such as direct to citizens debit cards, or via Venmo and PayPal. We also offer ACH and digital checks as payout options that are configurable in our platform. Our security solutions for payments and disbursements are critical in todays world. Our payments to government focused Fraud-Score service includes an AI based risk scoring layer, a machine learning system, and sophisticated multi-dimensional reporting portal that displays networks of attributes which are used to dynamically detect and prevent fraudulent activity. Our Digital Payouts recipient verification service supports dynamic decisioning via multiple client selected database services to generate real-time fraud risk scores.
