The Texas Regulatory Efficiency Office (TREO), housed within the Office of the Texas Governor,
launched Efficiency.Texas.Gov, an AI-integrated interactive concierge designed to make it easier and faster
for Texans to navigate state rules, regulations, licenses, and permits through a single AI-powered digital front door to Texas government regulation. The platform features the State Administration Manager (SAM), an AI-powered chatbot developed in partnership with Austin-based firm Vulcan Technologies that ingests the full body of Texas statutes and the Texas Administrative Code to deliver accurate, citation-backed answers in both English and Spanish.
Beyond regulatory search, the website serves as a centralized hub for Texas’ broader regulatory
modernization efforts. The platform catalogs TREO’s recommendations for streamlining state regulations, connects users directly with state agencies, and hosts the Regulation Evaluation Portal, where Texans can
submit feedback on existing rules and requirements.
In its first round of agency reviews, TREO identified more than 435 regulations for amendment or repeal across 11 state agencies, reducing the Texas Administrative Code by an estimated 69,000 words and generating an estimated $123 million in taxpayer savings. Together, these efforts position Efficiency.Texas.Gov as a pioneering statewide model for AI-powered modernization and as a
scalable digital front door for improving transparency, modernizing regulatory navigation, and reducing barriers between Texans and state government.
