Denver, CO, Tuesday, October 14, 2025 —The National Association of State Chief Information Officers (NASCIO) presented the State Technology Innovator Award to three deserving public servants during the NASCIO 2025 Annual Conference. The NASCIO State Technology Innovator Award honors outstanding state government employees who have made contributions to advance state technology policy through the promotion of best practices, adoption of new technologies and advancements in service delivery. Nominations were gathered from NASCIO members and selected by the NASCIO Executive Committee.
The following are the recipients of the NASCIO 2025 State Technology Innovator Award:
Keith Perry
Georgia Chief Development Officer, Georgia Technology Authority
State of Georgia
Nominated by: Deborah Rollins, Director of Communications and Marketing, Georgia Technology Authority
As Georgia’s chief development officer, Keith Perry has transformed the Georgia Technology Authority’s Office of Application Development into a leader in citizen-focused digital innovation. He created a “strike team” to rapidly deliver scalable, cloud-first solutions aligned with state priorities like legacy modernization, digital services and cybersecurity. Under his leadership, GTA migrated critical systems which realized major cost savings, built secure data exchange platforms and modernized applications to improve accessibility and efficiency for citizens. His initiatives—over 90 in the past year—have reduced processing times, expanded access for underserved populations and delivered measurable savings. Perry has also advanced workforce development through the Cloud Academy, strengthened cybersecurity compliance and was a key architect in Georgia’s AI Innovation Lab. His collaborative, secure-by-design approach has positioned Georgia as a national leader in responsive, sustainable and citizen-centric government IT.
Bry Pardoe
Executive Director, Commonwealth Office of Digital Experience (CODE PA)

As executive director of Pennsylvania’s Office of Digital Experience (CODE PA), Bry Pardoe transformed how 13 million residents access government services. She led the consolidation of 70 agency websites into a single, citizen-centered PA.gov, streamlining access to 1,000+ services through an accessible, modern design. In just seven months, her team delivered a scalable platform informed by feedback from residents, boosting its accessibility score from 37% to 95% and enabling intuitive, one-stop service discovery. The redesigned site has seen record engagement—nearly nine million visits in December 2024 alone—and now serves as a national model for efficient, user-friendly and sustainable digital government services.
Josiah Raiche
Chief Data and AI Officer, Agency of Digital Services
State of Vermont

As Vermont’s first chief data and AI officer, Josiah Raiche has positioned the state as a national leader in ethical, citizen-focused technology. He unified data and AI teams, launched the Council on Artificial Intelligence and developed Vermont’s first statewide AI Code of Ethics, ensuring transparency, accountability and responsible use of generative AI. Raiche spearheaded major modernization efforts, including the rapid launch of a CJIS-compliant data lake and Chat VT, a secure AI chatbot serving 300+ employees weekly. His initiatives have streamlined data reporting, strengthened compliance, and expanded AI literacy, while advancing state priorities such as AI, data management, cloud services and cost control. Through his vision, Vermont demonstrates how innovation can be both forward-thinking and grounded in public trust.
