Denver, CO, Monday, October 13, 2025 – The National Association of State Chief Information Officers (NASCIO) released today The 2025 State CIO Survey: Leading Change through Uncertain Times. The report includes responses from 51 state CIOs on eight topics.
“With CIO median tenure at just over two years, this report emphasizes the importance of the state CIOs need to hit the ground running while also building strong relationships,” said NASCIO Executive Director Doug Robinson. “In today’s environment, state CIOs must navigate uncertainty and disruption while efficiently delivering services to their citizens.”
Major themes include:
- Digital accessibility: nearly all states have formal accessibility efforts, but funding remains inconsistent despite a 2026 federal compliance deadline.
- Artificial intelligence: states are rapidly adopting GenAI and exploring agentic AI, while CIOs stress the need for broad federal guidance on ethics rather than prescriptive regulations.
- Service delivery: there is a growing trend of state CIO organizations providing services beyond executive agencies to constitutionally elected officials (e.g., treasurer, secretary of state, attorney general, auditor), as well as to judicial and legislative branches, K-12 and higher education.
