Enterprise Architecture Part 3: A Critical Design-First Discipline for Managing Complexity and Change

This is our third report in our series on enterprise architecture. We discuss the necessary role of enterprise architecture in guiding the planning and successful execution of ongoing transformation.  We highly recommend the Zachman ontology for organizing the business and technology components of state government. We make the case for sustained funding and executive leadership support to ensure enterprise architecture discipline maintains its necessary importance through changes in administration and management. A key concept is a design-first approach to investment management. We continue to message that business architecture is foundational to all the other disciplines with the enterprise architecture ecosystem.
