The 2022 State CIO Survey, The People Imperative examines key issues related to critical success factors for the state CIO, workforce, enterprise portfolio management and others. The state CIO survey, published annually for the last 13 years, includes responses from 51 state and territory CIOs.
NASCIO and VMware conducted a study during 2022 on the topic of state government application modernization. This study included an online survey and detailed individual interviews of state and territorial CIOs. The report presents findings from this research, key recommendations and a playbook for moving forward with application modernization.
This report is the result of a survey of 20 state chief privacy officers in the spring of 2022 and is an update to the previous survey in 2019. The report covers how the role is structured, the background of state CPOs, challenges, resources needed and more. We also offer recommendations for states looking to create or build on the CPO role.
This publication includes data from a survey of state CIOs on diversity and inclusion in hiring, retention and culture in CIO offices. It also provides interviews with NASCIO corporate members. These conversations were an important component of the project as the private sector generally has well established diversity and inclusion programs that can provide blueprints for states.

These priorities are used as input to NASCIO’s programs, planning for conference sessions, and publications. For 2022, we added a section to our survey that addresses enterprise risk management and asked our state CIOs to pick their top enterprise risks. This is the first year we have compiled such a list. As with the priority strategies and the priority technologies, this list of enterprise risks is anticipated to be a valuable reference for states and the marketplace.

NASCIO, the Center for Digital Government and IBM jointly released a report entitled, AI Meets the Moment: How a pandemic has shaped AI adoption in state government and what it means for the future. The report explores the rapid adoption of artificial intelligence (AI) by states during the COVID-19 pandemic and includes insights from a survey and in-depth interviews with multiple state CIOs and agency leaders. This is a follow up report to one issued by the same organizations in 2019.
2021 was a year that continued to be dominated by the response to the COVID-19 pandemic. In this twelfth annual state chief information officer (CIO) survey, we received the perspective of 49 state and territory CIOs on the short- and long-term impact of the pandemic for state CIO organizations. We also received updates from CIOs on many of the traditional topics covered by the survey, including digital transformation, adoption of cloud, emerging technologies and legacy modernization. A major theme of this year’s survey is whether the accelerated pace of state technology and digital services transformation over the past eighteen months will persist beyond the pandemic.
The publication includes data collected from state CIOs in February and March of 2020 and in January and February 2021 on a snapshot of the pre and mid pandemic state IT workforce. CIO workforce priorities and lessons learned from the COVID-19 pandemic are detailed.
